• The State of CA ETP Fund is reserved for incumbent (employed) workers. Go to http://www.etp.ca.gov/ for more information
• The 2008 Fund provided approximately $70 million in training funds for CA-based companies
• Since the program started in 1981, the fund has never been depleted
• The State of CA contracts with WIBs (Workforce Investment Boards) or directly with companies and assigns annual training budgets.
• To coordinate funding for companies, Custom Corporate Communications works directly with your company to determine which type of ETP contract will work best for your training needs. We work with you all the way from design to implementation and administration to make sure you not only receive the training desired but also have the administration support to ensure you will receive reimbursement for training that has taken place.
• The ETP fund is a part of the State of CA tax code, meaning the fund is replenished each year from state payroll tax revenues. A change would require both houses of the State legislature and signature by the Governor to be abolished.
• ETP fundable courses include: Management, Manufacturing, Business Skills, Computer Skills, Continuous Process Improvement and Literacy Skills.
• Trainees must be full-time employees (>35 hours/week) and be employed for at least 90 days before the start of training
• Trainees must earn a minimum of $13.51 per hour (Rate may vary depending on county) minus the cost of benefits, which generally come out to $2.50 per hour (example would be employee making $11 per hour with $2.50 going to benefits, total hourly package comes to $13.51 so that employee would qualify).
• If unionized, a letter of acknowledgement is needed from the shop foreman on union letterhead
• Trainees must remain employed throughout the duration of the training and 90 days after the training is completed
